Laws of Surah Baqarah V.197

بسم الله الرحمن الرحيم

ٱلۡحَجُّ أَشۡهُرٌ۬ مَّعۡلُومَـٰتٌ۬‌ۚ فَمَن فَرَضَ فِيهِنَّ ٱلۡحَجَّ فَلَا رَفَثَ وَلَا فُسُوقَ وَلَا جِدَالَ فِى ٱلۡحَجِّ‌ۗ وَمَا تَفۡعَلُواْ مِنۡ خَيۡرٍ۬ يَعۡلَمۡهُ ٱللَّهُ‌ۗ وَتَزَوَّدُواْ فَإِنَّ خَيۡرَ ٱلزَّادِ ٱلتَّقۡوَىٰ‌ۚ وَٱتَّقُونِ يَـٰٓأُوْلِى ٱلۡأَلۡبَـٰبِ

“The Hajj is (to be performed in) the months that are well-known. So whoever undertakes Hajj in them, there should be no obscenity, no sin, no quarrel in the Hajj. Whatever good you do, Allah will know it. Take provisions along, for the merit of (having) provision is to abstain (from begging), and fear Me, O men of understanding!” (197)

Ruling: “The Hajj is (to be performed in) the months that are well-known.” The Hajj months are from the first of Shawwal till the morning of the 10th of Dhul-hijjah. One cannot wear ihram for hajj before this. (Tafsir Uthmani V1 pg 208)

Ruling: “So whoever undertakes Hajj in them” One enjoins upon himself by wearing the ihram of hajj by making the niyya for hajj and verbally mentioning the talbiyah.  (Tafsir Uthmani V1 pg 208)

Ruling: “there should be no obscenity, no sin, no quarrel in the Hajj.” The one who is performing hajj should not should not indulge in intercourse, sins and argument. Rafath includes intercourse, its forerunners, like foreplay and dirty talking. Fusuq refers to all sins and in specific those things forbidden in ihraam. (Maarif al Quran V1 pg 496)

Ruling: “Take provisions along,” It was the practice to not carry any provisions on the way to hajj, in turn people would began to beg and ask for provisions. Allah says to take such provisions with you that will carry you there while journeying so you are not forced to beg and annoy others. (Maarif Al Quran V1 pg 499)
