Laws of Surah Baqarah V.216

بسم الله الرحمن الرحيم

كُتِبَ عَلَيۡڪُمُ ٱلۡقِتَالُ وَهُوَ كُرۡهٌ۬ لَّكُمۡ‌ۖ وَعَسَىٰٓ أَن تَكۡرَهُواْ شَيۡـًٔ۬ا وَهُوَ خَيۡرٌ۬ لَّڪُمۡ‌ۖ وَعَسَىٰٓ أَن تُحِبُّواْ شَيۡـًٔ۬ا وَهُوَ شَرٌّ۬ لَّكُمۡ‌ۗ وَٱللَّهُ يَعۡلَمُ وَأَنتُمۡ لَا تَعۡلَمُونَ

“Fighting is enjoined upon you, while it is hard on you. It could be that you dislike something, when it is good for you; and it could be that you like something when it is bad for you. Allah knows, and you do not know.” (216)

Ruling: This verse unequivocally obligates the fighting the enemies of the deen. When the Messenger ﷺ was in Mecca, fighting was not allowed. Then after hijra, permission was given to fight those you fight you. But afterwards, permission was given fight jihad without that condition and jihad became fard. If the kuffar attack the Muslims, jihad becomes fard al-ayn and if not, then jihad is fardal-kifayah. (Tafseer Uthmani V1 pg 223)
