Publishing Pictures of Female Candidates

Question:
In the meeting of unity of the people, Baigam (sisiter) Naseem Wali Khan and Baigam Safiyah Shakeel sits on the stage. Their pictures are published in newspapers. People see their pictures in newspapers and read their lectures. I have heard that it is as haram to look at the picture of a non-mahram woman as it is to look at the actual woman. What is the ruling?
Answer:

The wujoob (compulsion) of hijab on a woman is an issue of consensus and it is not one that scholars differ in. This hijab also applies to the face. It is also not permitted in Shariah to publish her pictures. There is no difference of any scholar of the Deen on these issues. Anyone’s practice contrary to this is not an evidence of Shariah.
