Question:

Can a boy speak to a non mahram girl over the phone? Can he meet her at a store?

Answer: حامدا ومصليا ومسلما

It is not permissible for a non mahram boy to speak to a non mahram girl over the phone or meet her without a dire need (justified by Shariah). It is wajib to refrain from such. This is all sinful and leads to graver sins.
