The space by a washbasin in a train or aeroplane is small, and by washing one’s feet, that place gets wet. The staff and other passengers of the aeroplane dislike this. If, in this case, some traveller wipes the limbs of wudhu, namely, his face, hands, and feet, with a moist tissue paper, his wudhu will not be correct.
