Laws of Surah Baqarah V.232

  بسم الله الرحمن الرحيم

وَإِذَا طَلَّقۡتُمُ ٱلنِّسَآءَ فَبَلَغۡنَ أَجَلَهُنَّ فَلَا تَعۡضُلُوهُنَّ أَن يَنكِحۡنَ أَزۡوَٲجَهُنَّ إِذَا تَرَٲضَوۡاْ بَيۡنَہُم بِٱلۡمَعۡرُوفِ‌ۗ ذَٲلِكَ يُوعَظُ بِهِۦ مَن كَانَ مِنكُمۡ يُؤۡمِنُ بِٱللَّهِ وَٱلۡيَوۡمِ ٱلۡأَخِرِ‌ۗ ذَٲلِكُمۡ أَزۡكَىٰ لَكُمۡ وَأَطۡهَرُ‌ۗ وَٱللَّهُ يَعۡلَمُ وَأَنتُمۡ لَا تَعۡلَمُونَ (٢٣٢)

“When you have divorced women, and they have reached (the end of) their waiting period, do not prevent them from marrying their husbands when they mutually agree with fairness. Thus the advice is given to everyone of you who believes in Allah and in the Hereafter. This is more pure and clean for you. Allah knows and you do not know. (232)” 

Ruling: If a man had given his wife one or two divorces and let the iddah expire without taking her back into the marriage, then after being separated, he proposes to her and intends her marriage and she is happy with such, then the guardians should not stop this marriage from going through, and this is purer for both of the spouses. (Maarif Al Quran V1 pg 598, Tafsir Uthmani V1 pg 245)

Ruling: This verse also includes the scenario where another man proposes to the divorced woman, the first husband should not object to this marriage. He has no right to prevent her from marrying the other man. (Maarif Al Quran V1 pg 598, Tafsir Uthmani V1 pg 245)
