Laws of Surah Baqarah V.144

بسم الله الرحمن الرحيم

قَدۡ نَرَىٰ تَقَلُّبَ وَجۡهِكَ فِى ٱلسَّمَآءِ‌ۖ فَلَنُوَلِّيَنَّكَ قِبۡلَةً۬ تَرۡضَٮٰهَا‌ۚ فَوَلِّ وَجۡهَكَ شَطۡرَ ٱلۡمَسۡجِدِ ٱلۡحَرَامِ‌ۚ وَحَيۡثُ مَا كُنتُمۡ فَوَلُّواْ وُجُوهَكُمۡ شَطۡرَهُ ۥ‌ۗ وَإِنَّ ٱلَّذِينَ أُوتُواْ ٱلۡكِتَـٰبَ لَيَعۡلَمُونَ أَنَّهُ ٱلۡحَقُّ مِن رَّبِّهِمۡ‌ۗ وَمَا ٱللَّهُ بِغَـٰفِلٍ عَمَّا يَعۡمَلُونَ

“We have been seeing you turning your face to the heavens. So, We will certainly assign to you a Qiblah that you would like. Now, turn your face in the direction of the Sacred Mosque (Al-Masjid-ul-Haram), and (O Muslims), wherever you are, turn your faces in its direction. Even those who have been given the Book know well that it is the truth from their Lord, and Allah is not unaware of what they do.” (144)

Ruling: Initially, the qibla of the Muslims in the early stages of Islam was bayt al maqdis. 16 to 17 months after the hijra of the Muslims to Medina, this verse “Now, turn your face in the direction of the Sacred Mosque” was revealed, ordering the Muslim’s to face the Kabah as the qibla, so that facing bayt al maqdis as the qibla would not be permissible anymore. Ruling: “and (O Muslims), wherever you are, turn your faces in its direction”. Whether one is residing or travelling, regardless of where one is in the world, Allah commands that the prayer be offered towards the Kabah. (Maarif Al Quran V1 pg 382)
