Question:

What is the Ruling of the one who leaves out Salah? I heard that the one who leaves out salah is worst than a dog. Is his left over water permissible (clean)?

Answer:

The one who leaves out salah is a fasiq (transgressor). However, it is incorrect to say that a Muslim is worst than a dog.

And Allah Ta’ala knows best.
