Question:
Is it permissible for both males and females to apply menhdi (henna)? I have seen some men with henna on their hands and below their feet at the times of weddings. What is the ruling?
Answer: حامدا ومصليا ومسلما
It is permissible for women to apply henna on their hands and feet. It is not permissible for men.

   ولا ينبغي أن يخضب يدي الصبي الذكر ورجله إلا عند الحاجة ويجوز ذلك للنساء كذا في الينابيع
